Although there are many articles about the countries that offer the lowest domestic flight prices, they all seem to have been written before the pandemic. The ones that rank highest in Google are some of the most recent, which is a long time ago in the airline industry. I started with some of these, and then pulled up real data with prices to find cheap countries that are open to foreign tourists.

This price may not include luggage and an assigned seat, especially if the airline is notoriously expensive like Ryanair, VivaAerobus, Spirit Air. The legacy airlines are now in the race to the bottom, offering "basic economy" fares which make for an even more unpleasant experience.
If you are a light packer, the rates I have listed are only a starting point. Some, such as Allegiant, will charge a booking fee online or for paying cash in person. This is a hidden fare increase in the 21 st Century.
